The Logistics Plan provides the Government with details on the contractor's plans for Operation and Maintenance (O&M) of a specific system. This plan will help the government assess the long-term affordability of the system.
This data item description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1FormatThe Logistics Plan shall be in contractor's format.
2ContentThe Logistics Plan shall contain the basis for estimating the O&M impact of introducing a new capability on the range. The Logistics Plan shall include the following sections:
2.1Maintenance PlanningThis section shall include information for the following:
2.1.1Level of repair for equipment (i.e., component, card, box replacement, etc.)
2.1.2Requirements for preventive maintenance
2.1.3Type, description, and amount of recommended spares
2.1.4Maintenance and support agreement recommendations and associated costs
2.2Support and Test EquipmentThis section shall identify the recommended test equipment, specialized tools, and system-specific support equipment.
2.3Operations and Maintenance DocumentationThis section shall identify the following:
2.3.1New documentation that is recommended for operating and maintaining the system
2.3.2Recommended Procedures and Work Instructions for the system
2.3.3Any external documents (e.g., Range User's Manual) that shall be updated
2.4Manpower, Personnel, and TrainingThis section shall identify the following:
2.4.1Required staffing to operate the system, including quantity, type of personnel, and work center
2.4.2The maintenance tasks and who shall perform the maintenance, including quantity, type of personnel, and work center
2.4.3Internal and external training recommendations and identification of personnel that require the training
2.5Computer Resources SupportThis section shall identify the following:
2.5.1A description of required ongoing Information Assurance responsibilities for the system, and identify personnel that shall handle them
2.5.2Any impact to administrative computing requirements
2.6FacilitiesAny possible impact to facilities (such as space, power, HVAC, security, etc.) shall be specified in this section.
2.7Transportation and StorageThe information contained in this section shall identify:
2.7.1Any special transportation required for equipment or personnel (e.g., helicopter, heavy equipment, etc.)
2.7.2Special storage space that is needed
2.8Ongoing SupportThe information contained in this section shall identify other elements related to ongoing support of the system as appropriate.
