Commissioning (Cx) is a methodical process of confirming that all equipment and systems perform interactively according to the design intent and the owner's operational needs. This is achieved by beginning in the design phase and continuing through construction and acceptance with actual verification of performance.

The Commissioning Plan (CxP) describes and identifies the scope, strategies, and responsibilities of all the team members within the commissioning process for each phase of the project. The CxP outlines the overall process, schedule, organization, responsibilities and documentation for the commissioning process.

This DID contains the format, content, and intended use information for the CxP. It is intended that all requirements contained herein shall apply to all applicable DoD acquisition programs through all program phases.

2FormatContractor format is acceptable. Format shall be machine-readable by the government.

3ContentThe CxP shall contain the following:

3.1Cover Page and Document Tracking Information

3.1.1Cover PageTitle, Date of Issue, Revision Date, Contract Number, Contractor's name and address, Distribution Statement, Export Control Warning Label, and Security classification.

3.1.2Record of Change PageEnter a record of all changes made to the CxP.

3.2Table of ContentsA listing of the major sections identified as below.

3.3OverviewDescribe the purpose of the CxP and to the system(s) to which it applies.

3.3.1Reference DocumentationList the reference documentation for the CxP and process.

3.3.2Goals and ObjectivesOutline the goals and objectives for achieving successful Cx during the design phase and the construction phase.

3.3.3Main ComponentsOutline and describe the main components/systems that require Cx. Include layout diagrams and identify which components/systems are MILCON and Prime.

3.3.4Work PackagesDefine and lay out the general breakout of MILCON and Prime by Construction Package identified by color codes in alignment with layout diagrams in 2.3.3.

3.4Cx Team Members, Roles and Responsibilities

3.4.1Team MembersOutline and define the Cx team to include a chart describing the organizational structure and lines of authority. Provide a general description of the Cx team roles.

3.4.2Names, Duties, Responsibilities and Authorities of Cx TeamProvide the name and classification of each member of the Cx Team. List and outlined the duties, responsibilities, and authorities of each person.

3.4.3Outside OrganizationsProvide a listing define the role(s) of outside organizations such as architectural and consulting engineering firms, testing firms, and a description of their services.

3.4.4Communication Protocol, Coordination, Meetings and ManagementDefine how the team communicates and coordinates activities during each phase of the effort. Describe the types and frequencies of meetings required to fully satisfy the requirements and contractual requirements for Cx. Outline the roles of management to facilitate the communication, coordination, and meetings.

3.5Cx Tasks and ProceduresProvide a generic sequential overview of the Cx process by task or activity to include flowcharts to show typical sequential processes to for each construction package. Outline and detail the priorities of each construction package.

3.5.1DesignOutline and describe the design decisions that meet the Owner's project requirements. The basis of design describes the systems, components, conditions and methods chosen to meet the intent. Outline and describe each stage of design reviews.

3.5.1.1Pre-Design ActivitiesOutline the pre-design activities. Itemize and describe the pre-Cx issues and plans for resolution. Detail each system/subsystem for Cx.

3.5.1.2Design ActivitiesOutline the design activities and describe the Design Intent and Design Analyses activities to demonstrate compliance with the contract and the contract requirements. Describe each organization's role in the design process and their role in issue resolution.

3.5.2ConstructionDescribe the pre-construction and construction activities, by phase if applicable, and meetings.

3.5.2.1Submittals and DocumentationDescribe the types of submittals and documentation that will submitted to support the construction and project requirements. Additionally, describe the procedures and process for special submittals, notifications, and/or clarifications.

3.5.2.2ChecklistProvide the type of construction checklists that will be used during the effort.

3.5.3ChecksDescribe the process, plan, and verification for checks.

3.5.3.1Pre-Installation ChecksDetail the types of pre-installation checks and outline the responsible organization.

3.5.3.2Installation ChecksDetail the types of installation checks and outline the responsible organization.

3.5.3.3Construction ChecksDetail the types of construction checks and outline the responsible organization.

3.5.4Start-up and Test Verification

3.5.4.1Provide the plans and procedures for each start-up activityProvide the plans and procedures for each start-up activity coupled with a schedule for the activity. Describe how each non-conformance will be addressed and resolved.

3.5.4.2Functional and Verification ProceduresProvide the testing strategy, plans, and procedures coupled with a schedule for each test and verification event. Describe dry-run activities. Describe and provide how deficiencies/issues will be identified, evaluated, analyzed, and corrected. Describe re-testing activities to provide deficiency/issue resolution. If applicable, include any seasonal testing events.

3.5.5Integration TestingProvide the integration testing strategy, plans, and procedures coupled with a schedule for each integration test event. Describe and provide how deficiencies/issues will be identified, evaluated, analyzed, and corrected. Describe re-testing activities to provide deficiency/issue resolution. If applicable, include any seasonal testing events.

3.5.6DocumentationDescribe the process, plans, description, and schedule for the Cx documentation. Include at the minimum: Systems Manual(s) Facility Systems Operations and Maintenance Manuals (FSOMMS)

3.5.7TrainingDescribe the process, plans, description, and schedule for the training. List the types of training and the method of training.

3.5.8ReportsDescribe the process, plans, description, and schedule for the Preliminary Cx Report and Final Cx Report. Provide detail at a minimum on warranties, warranty periods, training, occupancy, lessons learned, testing, issues, verification methods and analysis, and integration testing and analysis.

4The applicable issue of the documents cited hereinThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
