The Instructions for Continued Airworthiness (ICA) will be used to obtain ICA as required by 14 Code of Federal Regulations (CFR) Section 21.50(b), Instructions for continued airworthiness and manufacturer's maintenance manuals having airworthiness limitations sections. (Copies of this document can be obtained or viewed online at: https://www.ecfr.gov/.)
a. 14 CFR Section 21.50(b) requires the holder of a design approval, including either a type certificate or a supplemental type certificate for an aircraft, aircraft engine, or propeller for which application was made after January 28, 1981, to furnish at least one set of complete ICA to the owner of each type aircraft, aircraft engine, or propeller upon its delivery, or upon issuance of the first standard airworthiness certificate for the affected aircraft, whichever occurs later.
b. This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
Preparation Instructions
1Reference documentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2FormatThe ICA must be in the form of an electronic manual or manuals, as appropriate for the quantity of data to be provided. The contractor's Microsoft Office compatible or Adobe Acrobat (.pdf) format is acceptable. If the ICA consists of multiple manuals, the Airworthiness Limitations section required by 3.1.8 shall be included in the principal manual.
3ContentThe ICA content shall be as specified within 14 CFR Section 23.1529, Instructions for Continued Airworthiness; Section 33.4, Instructions for Continued Airworthiness; or Section 35.4, Instructions for Continued Airworthiness, as applicable. (Copies of these documents can be obtained or viewed online at: https://www.ecfr.gov/.) The contents of the manual or manuals shall be written in the English language and shall include the following:
3.1Normal Category Aircraft (14 CFR Section 23.1529)The ICA shall contain the following manuals or sections, as appropriate, and information:
3.1.1Airplane maintenance manual or section
3.1.1.1Introduction informationIntroduction information that includes an explanation of the airplane's features and data to the extent necessary for maintenance or preventive maintenance.
3.1.1.2A description of the airplane and its systems and installationsA description of the airplane and its systems and installations, including: its engines, propellers, and appliances.
3.1.1.3Basic control and operation informationBasic control and operation information describing how the airplane components and systems are controlled and how they operate, including any special procedures and limitations that apply.
3.1.1.4Servicing informationServicing information that covers details regarding servicing points; capacities of tanks and reservoirs; types of fluids to be used; pressures applicable to the various systems; location of access panels for inspection and servicing; locations of lubrication points; lubricants to be used; equipment required for servicing; tow instructions and limitations; mooring, jacking, and leveling information.
3.1.2Maintenance instructions
3.1.2.1Scheduling informationScheduling information for each part of the airplane and its engines, auxiliary power units, propellers, accessories, instruments, and equipment that provides the recommended periods at which they should be cleaned, inspected, adjusted, tested, and lubricated, and the degree of inspection, the applicable wear tolerances, and work recommended at these periods. An accessory, instrument, or equipment manufacturer shall be referred to as the source of this information, if the item has an exceptionally high degree of complexity requiring specialized maintenance techniques, test equipment, or expertise. The recommended overhaul periods and necessary cross-references to the Airworthiness Limitations section of the ICA shall also be included. In addition, a description of the inspection program that includes the frequency and extent of the inspections necessary to provide for the continued airworthiness of the airplane shall be included.
3.1.2.2Troubleshooting informationTroubleshooting information describing probable malfunctions, how to recognize those malfunctions, and the remedial action for those malfunctions.
3.1.2.3Information describing the order and method of removing and replacing products and partsInformation describing the order and method of removing and replacing products and parts with any necessary precautions to be taken.
3.1.2.4Other general procedural instructionsOther general procedural instructions, including: procedures for system testing during ground running, symmetry checks, weighing and determining the center of gravity, lifting and shoring, and storage limitations.
3.1.3Diagrams of structural access platesDiagrams of structural access plates and information needed to gain access for inspections when access plates are not provided.
3.1.4Details for the application of special inspection techniquesDetails for the application of special inspection techniques, including radiographic and ultrasonic testing where such processes are specified.
3.1.5Information needed to apply protective treatments to the structure after inspection
3.1.6All data relative to structural fastenersAll data relative to structural fasteners, such as: identification, discard recommendations, and torque values.
3.1.7A list of special tools needed
3.1.8Airworthiness Limitations sectionThe ICA shall contain a section titled Airworthiness Limitations that is segregated and clearly distinguishable from the rest of the document. This section shall set forth each mandatory replacement time, structural inspection interval, and related structural inspection procedure required for type certification.
3.2Engine and Engine Parts (14 CFR Section 33.4)The ICA shall contain the following manuals or sections, as appropriate, and information:
3.2.1Engine maintenance manual or section
3.2.1.1Introduction informationIntroduction information that includes an explanation of the engine's features and data to the extent necessary for maintenance or preventive maintenance.
3.2.1.2A detailed description of the engine and its components, systems, and installations
3.2.1.3Installation instructionsInstallation instructions, including proper procedures for uncrating, deinhibiting, acceptance checking, lifting, and attaching accessories, with any necessary checks.
3.2.1.4Basic control and operating informationBasic control and operating information describing how the engine components, systems, and installations operate, and information describing the methods of starting, running, testing, and stopping the engine and its parts, including any special procedures and limitations that apply.
3.2.1.5Servicing informationServicing information that covers details regarding servicing points, capacities of tanks and reservoirs, types of fluids to be used, pressures applicable to the various systems, locations of lubrication points, lubricants to be used, and equipment required for servicing.
3.2.1.6Scheduling informationScheduling information for each part of the engine that provides the recommended periods at which it should be cleaned, inspected, adjusted, tested, and lubricated, and the degree of inspection, the applicable wear tolerances, and work recommended at these periods. 3.2.1.8Information describing the order and method of removing the engine and its parts and replacing partsInformation describing the order and method of removing the engine and its parts and replacing parts, with any necessary precautions to be taken. Instructions for proper ground handling, crating, and shipping shall also be included.
3.2.1.9A list of the tools and equipment necessary for maintenanceA list of the tools and equipment necessary for maintenance and directions as to their method of use.
3.3Propeller and Propeller Parts (14 CFR Section 35.4)The ICA shall contain the following sections, as appropriate, and information:
3.3.1Propeller maintenance section
3.3.1.1Introduction informationIntroduction information that includes an explanation of the propeller's features and data to the extent necessary for maintenance or preventive maintenance.
3.3.1.2A detailed description of the propeller and its systems and installations
3.3.1.3Basic control and operation informationBasic control and operation information describing how the propeller components and systems are controlled and how they operate, including any special procedures that apply.
3.3.1.4Instructions for uncrating, acceptance checking, lifting, and installing the propeller
3.3.1.5Instructions for propeller operational checks
3.3.1.6Scheduling informationScheduling information for each part of the propeller that provides the recommended periods at which it should be cleaned, adjusted, and tested, the applicable wear tolerances, and the degree of work recommended at these periods. An accessory, instrument, or equipment manufacturer shall be referred to as the source of this information, if the item has an exceptionally high degree of complexity requiring specialized maintenance techniques, test equipment, or expertise. The recommended overhaul periods and necessary cross-references to the Airworthiness Limitations section of the ICA shall also be included. In addition, a description of the inspection program that includes the frequency and extent of the inspections necessary to provide for the continued airworthiness of the propeller shall be included.
3.3.1.7Troubleshooting informationTroubleshooting information describing probable malfunctions, how to recognize those malfunctions, and the remedial action for those malfunctions.
3.3.1.8Information describing the order and method of removing and replacing propeller partsInformation describing the order and method of removing and replacing propeller parts with any necessary precautions to be taken.
3.3.1.9A list of the special tools needed for maintenance other than for overhauls
3.3.2Propeller overhaul section
3.3.2.1Disassembly informationDisassembly information, including the order and method of disassembly for overhaul.
3.3.2.2Cleaning and inspection instructionsCleaning and inspection instructions that cover the materials and apparatus to be used and methods and precautions to be taken during overhaul. Methods of overhaul inspection shall also be included.
3.3.2.3Details of all fits and clearances relevant to overhaul
3.3.2.4Details of repair methods for worn or otherwise substandard parts and componentsDetails of repair methods for worn or otherwise substandard parts and components, along with information necessary to determine when replacement is necessary.
3.3.2.5The order and method of assembly at overhaul
3.3.2.6Instructions for testing after overhaul
3.3.2.7Instructions for storage preparationInstructions for storage preparation, including any storage limits.
