The Phase-In Transition Plan will be used to identify tasks, allocated resources, and schedule and risks associated with the transition into a fully operational facility ready to perform Modifications and Maintenance Repair and Overhaul (MR&O) of aircraft.
This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the contract.
Preparation Instructions
1Reference DocumentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions shall be as specified in the contract.
2FormatContractor format is acceptable and must address all requirements listed in section 3 of this DID. The report will be in Microsoft Office 2016 file format (i.e., 2016 Microsoft Word, Excel, PowerPoint, and Project) and must be completely accessible (including formulas) to the Government. Forms, letters, and signed documents will be in fully searchable Portable Document Format (.pdf) file. The plan will be free of proprietary markings.
3ContentThe plan will contain the following:

3.1.2CDRL number and title
3.1.4Date of plan and period covered
3.1.6Preparing activity and location of the site where prepared
3.1.7Security classification, when required

3.2Project Management Schedule ElementsProject management schedule elements will include:
3.2.1Schedule of tasks (including task owners) and any interdependencies
3.2.2Assigned resources at the lowest level necessary to manage risk and meet the timeline necessary for full performance of the contractual requirements
3.2.3Gantt chartA Gantt chart will be used to illustrate the schedule and will include:

3.3Risk Managementwill include the below information:
3.3.1Risks identified and prioritized, analysis conducted for each, and risk assigned owner(s)
3.3.2Issues identified and plan/status
3.3.3Constraints identified
3.3.4Opportunities identified
3.3.5Mitigation plans (as required)
3.3.6Identified work around plans and work around closure plans, and the constraints for each
3.4Report PreparerName of person(s) preparing report, email, and telephone number(s).
