The Systems Engineering Technical Review (SETR) Package is used by the Government to determine if the emerging system has demonstrated sufficient maturity to enter the next phase of development.
This Data Item Description (DID) contains the format, content, and intended use information data deliverable resulting from the work task described in the contract. This DID is applicable to all Department of Defense (DoD) acquisition programs through all program lifecycle phases.
Preparation Instructions
1Reference documentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
1.1MDA Instruction 5000.20-INS"Engineering Technical Review Process," available as a Government Furnished Information (GFI). This Missile Defense Agency (MDA) Instruction provides detailed processes as it applies to Engineering Technical Reviews. This instruction is available via request to MDA/DS, 5700 18th Street, Building 245, Fort Belvoir, VA 22060-5573
2.1The deliverable shall be in the formatprescribed in the contract and in accordance with MDA Instruction 5000.20-INS.
2.2Enclosure 6 - Objective Evidence Matrix TemplateIAW MDA Instruction 5000.20-INS, shall dictate objective Evidence format.
2.3Delivery format can also be in the formof a digital model(s) or as a part of a larger digital model that also encompasses other systems. When delivered as a digital system model the format shall be in the native model and/or standard-defined data format(s) as specified in the contract statement of work.
3ContentThe SETR Package that is required in the contract's SOW tasking and delivered per the CDRL shall contain the data that supports the entrance and exit criteria IAW MDA Instruction 5000.20-INS:
3.1The SETR Package that is required for deliveryprior to the System Requirements Review (SRR) shall contain content that supports the SRR entrance and exit criteria.
3.2The SETR Package that is required for deliveryprior to the System Preliminary Design Review (PDR) shall contain content that supports the PDR entrance and exit criteria.
3.3The SETR Package that is required for deliveryprior to the System Critical Design Review (CDR) shall contain content that supports the CDR entrance and exit criteria.
3.4The SETR Package that is required for deliveryprior to the System Final Design Review (FDR) shall contain content that addresses the health of the system design in response to the deficiencies noted in the System CDR.
3.5The SETR Package required for delivery prior toany Technical Review shall contain content that addresses the health of the system, entry and exit criteria for that technical review, results of previous technical activities since the last technical review (e.g., studies, analyses), product updates, and other pertinent information.
