Describes the Training System Maintenance Task Analysis (TSMTA), which identifies the steps, spares, materials, tools, support equipment, and personnel required for scheduled and unscheduled training system maintenance tasks, including cybersecurity hygiene tasks.
The Training System Maintenance Task Analysis (TSMTA) is the identification of the steps, spares, materials, tools, support equipment, and personnel that must be considered for a given repair task. TSMTAs cover both scheduled (preventive) and unscheduled (corrective) maintenance tasks and, when complete, identifies all physical resources required to support a training system in accordance with the Government's maintenance concept. Cybersecurity-cyber hygiene tasks must be considered for all training system network system and host based applications, including all non-network systems with information assurance vulnerabilities. At a minimum, Cyber hygiene tasks must include Scanning, Patching, Reporting, Configuration Management, Log File Analysis, and Host Based Security System or Host Intrusion Prevention System.
a. The TSMTA also provides a detailed understanding of the necessary logistics support element requirements to sustain required material availability. The process identifies logistics support tasks and the physical location where maintenance tasks will be accomplished.
b. TSMTA results must be analyzed to assess the compliance of the items with all supportability issues such as ease of maintenance, accessibility, and standardization requirements defined by the training system performance specification.
c. This Data Item Description (DID) contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.
Definitions:
a. Reference the Federal Acquisition Regulations (FAR), Part 2.101, for the definitions of Commercial Item, Commercial-off-the-Shelf (COTS), and Non-Developmental Item (NDI).
b. On-equipment maintenance. Emphasizes "remove and replace" procedures rather than "repair at point of failure" by the Contractor Field Services or maintenance contractor at the Lowest Replaceable Unit (LRU). LRU replacement refers to the smallest unit, assembly, subassembly, and part in which a malfunction can be quickly identified, the unit can be easily replaced, and the replacement spare can be timely and economically provided and conveniently stored. On-equipment maintenance activities include the following:
1. Verify that the trainer is ready for training by performing daily readiness tests and inspections.
2. Isolate trainer malfunctions to faulty LRUs using standard test equipment, test procedures, computer-based diagnostics Built-in Test (BIT), maintenance documentation, inspection and by substitution when an ambiguity group is identifiable.
3. Isolate and repair/replacement of defective wiring connectors using standard test equipment, hand tools, and technical documentation.
4. Remove and replace faulty LRUs in a manner that minimizes trainer downtime with verification of the repair using the trainer as a test bed.
5. Perform scheduled maintenance inspections during non-training hours as required.
6. Isolate and document software related failures.
7. Perform Adjustments and alignments.
8. Load software and computer programs.
9. Perform cybersecurity tasks to include scanning, patching, reporting, configuration management, log file analysis and host based security system or host intrusion prevention system.
c. Off-equipment maintenance. Off-equipment maintenance consists of fault isolation and repair of failed LRUs. The Contract Field Service (CFS) or maintenance contractor maintains an off-equipment repair capability on-site or returns the failed LRUs to the Original Equipment Manufacturer (OEM) or vendor to accomplish the following:
1. Overhaul/rebuild LRUs.
2. Perform repair of printed circuit cards.
3. Return defective LRUs to an operable condition.
d. Trainer-Unique Equipment (TUE). The following types of equipment are defined as TUE:
1. Trainer equipment which has not been classified by the Government as a Commercial Item, Government-Furnished Equipment (GFE), NDI, or Contractor Acquired Operational Equipment (CAOE).
2. Commercial Item, NDI, GFE, or CAOE, that:
(i) Needs other than Minor Modifications or modifications which are not of a type customarily available in the commercial marketplace to meet the requirements of the contract, or:
(ii) Does not have sufficient existing product documentation for Government logistics support.
e. Special tools. Tools not listed in the Federal Supply Catalog, or tools designed and developed specifically for support of the system, subsystem, or equipment.
