The purpose of the Airworthiness Qualification Implementation Plan (AQIP) is to document the detailed approach to implementing Navy standards to obtain airworthiness certifications.
This Data Item Description (DID) contains the format, content, and intended use for the data product resulting from the work task described in the contract Statement of Work/Performance Work Statement.
Preparation Instructions
1Reference documentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2FormatContractor Format.
3ContentsThe AQIP describe the project, system details, and the airworthiness approach. The AQIP shall be completed in accordance with Airworthiness Bulletin (AWB)-003, "Airworthiness Basis Management" and NAVAIR Instruction 13034.1G, "Airworthiness and Cybersecurity Safety Policies for Air Vehicles and Aircraft Systems." The AQIP shall include:
3.1Data IdentifiersThe AQIP shall contain information needed to maintain configuration control (e.g., date, revision, and managing office) throughout the life of the system.
3.2System DescriptionThe AQIP shall include information to identify the system(s) being certified. It shall also contain a list of previous certifications obtained, either civil or military.
3.2.1A summary of modifications required to convertA summary of modifications required to convert the previously certified basic aircraft to the as-delivered configuration shall be included. The previous certification authority and the applicable type certification basis shall be identified.
3.3Airworthiness ApproachThe AQIP shall include the airworthiness approach in accordance with AWB-003. This shall include a schedule of all airworthiness related activities and the approach to maintain airworthiness and substantiating data throughout the air system's service life. The Airworthiness Approach shall detail the roles and responsibilities of the prime contractor and subcontractors.
3.4Contact InformationThe AQIP shall include the responsible engineer(s) for the contractor and all subcontractors listing the name, phone number, email for each. The listing shall be in contractor format and shall provide points of contact for each airworthiness certification criteria. This information shall be separate from the plan.
3.5Airworthiness Qualification MatrixThe AQIP shall identify the impacted criteria in an airworthiness qualification matrix using MIL-HDBK-516C. The qualification matrix shall identify the criteria along with the applicability and method of compliance for each criterion.
3.6Configuration-specific Airworthiness QualificationThe AQIP shall identify the plan to ensure airworthiness qualification for each aircraft configuration.
3.7Continued AirworthinessThe AQIP shall define the process for maintaining airworthiness through the operation and maintenance of the aircraft during the duration of the contract.
3.8DD-250, Acceptance and Transfer InspectionThe AQIP shall document the contractor's role in aircraft acceptance and transfer to include aircraft custodianship, custodianship transfer, and acceptance inspections.
3.9Glossary and AcronymsThe AQIP shall clearly identify and define all acronyms used in the document as well as define any uncommon terms.
3.10Classification MarkingDocuments shall be marked in accordance with the applicable classification marking, as necessary, in accordance with DoD Manual (DoDM) 5200.01, Volume 2, DoD Information Security Program: Marking of Information, or Controlled Unclassified Information (CUI) markings (when applicable) in accordance with DoDI 5200.48, Controlled Unclassified Information (CUI).
