The Ground and Flight Risk Clause (GFRC) (252.228-7001 MAR 2023) requires the contractor's full compliance with the version of the Combined Regulation/Instruction entitled "Contractor's Flight and Ground Operations" in effect from the time of contract award throughout the period of performance of the contract, as it pertains to their operations. Therefore, the requirement to develop and follow procedures that mitigate the risk of loss or damage to contracted aircraft is a contractual requirement and applies independently of the Government's assumption of risk via the GFRC. These procedures apply to contractor personnel whose duties include the operation, production, modification, development, or maintenance of any GFRC covered aircraft, and, if complied with, indemnifies contractors of liability to the extent specified by the clause. The term "covered aircraft" applies to aircraft that are covered by the Government's assumption of risk under the GFRC. The term cannot be modified except as provided within the GFRC or as provided at DFARS 201.4.
This Data Item Description (DID) directs the format, content, and intended use information for the data product resulting from the work task described by the Contract, Performance Work Statement (PWS), and DCMA INST 8210-1D, Chapter 3.

3ContentThe Ground Operations Procedures (GOP) shall include the following:
3.1Explanatory pages with the following minimum information
3.1.1The Contractor and contract number(Cover page).
3.1.2The type of aircraft(Cover page).
3.1.3Date / Revision number(Cover page).
3.1.4Contractor and GGFR approval signatures(Signatures may be electronic) (Cover page).
3.1.5A continuous Record of Revisions pageto document required updates and other necessary changes throughout the life of the contract.
3.2Procedures BodyInclude procedures for all sections applicable to contracted operations from DCMA INST 8210-1D, Section 3, APPENDIX 3A and any other contract mandated Service guidance, instructions, or regulations. Refer to each applicable section of the Instruction (i.e., sections 3, 4, 5, 6, 7) for specific details and requirements to be addressed. Follow instructions in paragraph 3.8.2 if a Section or paragraph is not applicable to operations.
