This DID establishes the requirements for the submission of the Electronic Cost Reporting and Financial Tracking (eCRAFT) Report by contractors. The eCRAFT Report is a critical deliverable that ensures compliance with mission to enhance contract management, surveillance, and reporting by leveraging authoritative data and automated tools. This initiative aims to standardize processes, improve decision-making, streamline compliance, and ensure cost control and oversight.
The eCRAFT Report provides detailed tracking of contractor expenditures for labor, materials, travel, subcontractor usage, and other direct costs (ODCs). It supports the Contracting Officer Representative (COR), Technical Point of Contact (TPOC), and acquisition personnel in monitoring contract performance, ensuring cost control, and facilitating compliance with Department of Defense (DoD) specific requirements.
This framework applies to issued contracts, specifically for cost plus fixed fee (CPFF), cost plus award fee (CPAF), and cost plus incentive fee (CPIF) level of effort (LOE) requirements and applies to contracts with at least one or more cost type labor contract line item numbers (CLINs). It excludes standalone firm fixed price (FFP) contracts.
