This DID establishes the requirements for the submission of the Electronic Cost Reporting and Financial Tracking (eCRAFT) Labor Category List, and Contractor Crosswalk by contractors. This DID is designed to standardize labor category reporting and ensure alignment between contractor proposed labor categories and government defined eCRAFT labor categories.
Applicability
This framework applies to cost plus fixed fee (CPFF), cost plus award fee (CPAF), and cost plus incentive fee (CPIF) level of effort (LOE) requirements and applies to contracts with at least one or more cost type labor contract line item numbers (CLINs). It excludes standalone firm fixed price (FFP) contracts.
This Data Item Description (DID) contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.
Preparation Instructions
1Reference documentsThe applicable issue of the documents cited herein, including their approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.
2FormatContractors must map their proposed labor categories to eCRAFT.
2.1The template includes columns for
2.1.1SectionIdentifies the eCRAFT labor category grouping (e.g., ADMIN SUPPORT/CLERICAL, ENGINEER/SCIENTIST, etc.).
2.1.3CodeRepresents the eCRAFT unique identifier for each labor category.
2.1.4DescriptionProvides the official description of the labor category as defined by eCRAFT.
3ContentCrosswalk Submission
3.1Contractors must populate the "E2 Labor Category Codes"inserting a labor category matrix column with their company specific labor categories that correspond to the (eCRAFT) "Description" Column "C" of labor categories listed in the template.
3.2For labor categories with multiple levels (e.g., I, II, III, IV)contractors must select the level that best matches their proposed individual and company specific labor category.
3.3SummaryThe DID ensures that contractors provide a clear and accurate mapping of their company-specific labor categories to the Government Standard eCRAFT labor categories.
