The DID contains the format, content and intended use information for the data deliverable called for in the Contract Data Requirements List.
A. It provides the user with the general description of the equipment/system; physical and cryptosecurity guidelines; detailed, step-by-step operating instructions, including rationale; and operator's problem solving guide; and TEMPEST considerations, if required.
B. It is used by instructors to develop courses of instruction, self-study and classroom oriented; by Service documentation developers who will extract those appropriate portions for inclusion in the individual Service's manual and will extract information required to publish abbreviated operation instructions; by system planners who are responsible for developing implementation plans, keying concepts and keying requirements; and, where applicable and appropriate, by operators to operate the INFOSEC equipment/system.
This Data Item Description replaces DI-M-5565, which was previously canceled.
Preparation Instructions
1General InformationThe document shall describe the guidelines for use and operation of INFOSEC equipment/system as described herein.
1.1Applicable DocumentNSA Data Standard for the Preparation of INFOSEC Technical Manuals (DS-56), of the issue in effect on the date of request for proposal, forms a part of this DID to the extent specified herein.
1.2Style and FormatThe style and format shall be as specified in the NSA DS-56, with the reading level as specified for Type I Manuals.

2.1Chapter 1, General InformationChapter 1 shall specify the purpose of the document. It shall contain a description of the system/equipment explaining its use, capabilities, and physical and technical characteristics. It shall include, but not necessarily be limited to, the following:
2.1.1A brief narrative that explains what the equipment isits capabilities, and how in general the equipment accomplishes its purpose. Where the system is comprised of more than one basic equipment, a separate narrative shall be provided for each equipment.
2.1.2An illustration of the equipment (front-oblique view)indicating the height, depth, and width measurements. Include primary power requirements in volts and amperes, AC and DC, and total power consumption in watts.
2.1.3A separate description and illustration of each ancillary equipmentand/or supporting devices.
2.2Chapter 2, SecurityChapter 2 will be provided by the Government to the contractor at the time of final publication.
2.3Chapter 3, Operating InstructionsChapter 3 shall provide step-by step instructions for operating the equipment/system. It shall include, but not necessarily be limited to, the following:
2.3.1Any rules, including rationale, unique to the equipment/systemwhich will affect security or normal operations if not adhered to. For example, "Use the lower numbered position for _____ and the higher numbered position for ____ because _____".
2.3.2A line drawing of the equipment/device discussed in the procedureshall precede the set of instructions and shall identify the operating controls and indicators called out in the instructions.
2.3.3A tabular listing of front panel controls, where applicableshowing the exact markings appearing on the front panel and the associated functions. For Example:

2.3.4Preoperational tests and adjustments which would normally be performedby the equipment operator as part of normal equipment operation.
2.3.5Step-by-step instructions for: turn-on, loading key, normal operations(in each mode or configuration), zeroizing, changing batteries (if applicable), and checking procedures.
2.4Chapter 4, Operator's Indicators and Problem-Solving GuideChapter 4 shall provide a tabular listing of all indicators which may be heard or seen by the operator and shall identify the problems an operator will most likely encounter. The Chapter shall include:
2.4.1A tabular listing identifying each indicator an operator may hear or seewhen it will occur, what it means, and what actions the operator should take.
2.4.2A tabular listing which identifies a problem, states what is likelyto be wrong with the equipment, and lists the steps an operator should take to correct the problem.
2.5Chapter 5, TEMPEST ConsiderationsChapter 5 will be provided by the Government to the contractor at the time of final publication.
