The Technical Manual (TM) Book Plan provides the Government program manager with a detailed overview of the proposed scope of the manual in compliance with the contract and applicable Technical Manual Contract Requirement (TMCR). The plan is submitted to the Government for review and acceptance prior to the development of the TM.
This Data Item Description (DID) contains the format and content preparation instruction for the data product generated by the specific and discrete task requirement as delineated in the contract.
This DID is intended for use when procuring linear page-based format TMs to be developed in accordance with TMCRs based on the requirements of MIL-DTL-24784 or S1000D that have been tailored specifically for NAVSEA use.
Preparation Instructions
1FormatThe TM Book Plan shall be presented in the contractor's format.
2ContentThe Book Plan shall include a cover page identifying the scope and applicability of the plan, and shall include the following:
2.1Name and address of contractor and contract number
2.2TMCR number, TM identification number(s), and title(s) of the TM(s) covered by the plan
2.3Document Type Definition (DTD)/Schema Public Identifier(s) used to develop the TM(s) covered by the plan
2.4Submittal date for the plan
2.5The Book PlanThe Book Plan shall also include the following sections:
2.5.1Text outlineThe text outline section of the plan shall be presented by planned division and arrangement of the manual (e.g., volumes, parts, chapters, sections, information packages, or publication/data modules) in compliance with the TMCR. The outline shall include major paragraphs with informative titles, and a brief statement outlining the content and intended coverage for the manual. The outline shall also contain front matter planned for the manual. An estimated count for text pages for each planned division shall be identified.
2.5.2Illustration planThe illustration section of the plan shall identify the figure number and title for the planned illustrations for the manual. Samples of each illustration type referenced in the plan shall be depicted and included. An estimated total illustration count for the manual (including multiple sheets) shall be included. Each illustration shall be referenced to the text outline. The illustration plan section shall also identify the following for each illustration:
2.5.2.1The information/technical content to be depicted
2.5.2.2Type of illustration (e.g., schematic, line drawing, exploded view)
2.5.2.4Approximate size (physical and source file size) and number of sheets as applicable
2.5.2.5Graphic source file format (e.g., Joint Photographic Experts Group (JPEG))
2.5.3Table planThis section of the plan shall identify the table number and title for the planned tables for the manual. Each table shall be referenced to the text outline. Each table listed shall also include a description of the intended content and approximate size and nature. Samples of each table type referenced in the table plan shall be depicted and included. An estimated total page count for all tables planned for the manual shall be included.
2.6The TM Book PlanThe TM Book Plan shall include the contractor's approach to task analysis showing traceability to the logistics support analysis and approved maintenance plan. The plan shall be correlated to the maintenance concept or plan by direct referencing.
2.7The TM Book Plan for S1000D developed TMsThe TM Book Plan for S1000D developed TMs shall include in the text outline all the appropriate Data Module Codes (DMCs) and Publication Module Codes (PMCs) required to generate the applicable technical documentation.
2.8The Book Plan for Technical Repair StandardsThe Book Plan for Technical Repair Standards shall also identify the approach to be used in presenting the overhaul strategy and include a repair process flow chart. The range and depth of coverage shall be based upon the maintenance concept or plan, the reliability centered maintenance program of the equipment, and the complexity of the planned overhaul. The plan shall identify the minimum procedures and testing requirements necessary to ensure that the Class B overhaul can be performed in an efficient manner by a journeyman-level mechanic and the minimum mandatory replacement parts consistent with the required period between planned overhauls.
2.9The planThe plan shall identify development of supplements for technical information that will be published in hard copy format (e.g., large wiring diagrams, schematics, or classified material) needed to support fleet users, training commands, regional maintenance centers, and overhaul facilities.
