The Interactive Electronic Technical Manual (IETM) Content Plan provides the Government program manager with a detailed overview of the proposed scope and functionality of the IETM in compliance with the contract and applicable Technical Manual Contract Requirement (TMCR). The plan is submitted to the Government for review and acceptance prior to the development of the IETM.

This Data Item Description (DID) contains the format and content preparation instruction for the data product generated by the specific and discrete task requirement as delineated in the contract.

This DID is intended for use when procuring non-linear format IETMs to be developed in accordance with TMCRs based on the requirements of MIL-DTL-24784 or S1000D that have been tailored specifically for NAVSEA use.

Preparation Instructions

1FormatThe IETM Content Plan shall be presented in the contractor's format.

2ContentThe IETM Content Plan shall contain a scope, technical content coverage, and functionality for the IETM.

2.1The IETM Content Plan shall include a cover pagewhich identifies the following:

2.1.1Name and address of contractor and contract number

2.1.2TMCR number, TM identification number(s), and title(s) of the IETM(s) covered by the plan

2.1.3Document Type Definition (DTD)/Schema Public Identifier(s) used to develop the TM(s) covered by the plan

2.1.4Submittal date for the plan

2.2The IETM Content Plan shall contain the following sections

2.2.1Text outlineThe text outline section of the plan shall be presented by planned division and arrangement of the IETM (e.g., information module/information package or publication module/data module) in compliance with the TMCR. The outline shall include major paragraphs with informative titles and a brief statement outlining the content and intended coverage for the IETM. The outline shall also contain front matter planned for the IETM. An estimated count of text screens anticipated for each planned division shall be identified, and a total screen count for the IETM shall be identified.

2.2.2Illustration planThe illustration section of the plan shall identify the figure number and title for the planned illustrations for the IETM. Samples of each illustration type referenced in the plan shall be depicted and included. An estimated total illustration count for the IETM (including multiple sheets) shall be included. Each illustration shall be referenced to the text outline. The illustration plan section shall also identify the following for each illustration:

2.2.2.1The information/technical content to be depicted

2.2.2.2Type of illustration (e.g., schematic, line drawing, exploded view)

2.2.2.3Use of color

2.2.2.4Approximate size (physical and source file size) and number of sheets as applicable

2.2.2.5Graphic source file format (e.g., Joint Photographic Experts Group (JPEG))

2.2.3Table planThis section of the plan shall identify the table number and title for the planned tables for the IETM. Each table shall be referenced to the text outline. Each table listed shall include a description of the intended content and approximate size and nature. Samples of each table type referenced in the table plan shall be included. An estimated total screen count for all tables planned for the IETM shall be included.

2.3The plan shall include the contractor's approachto task analysis showing traceability to the logistics support analysis or approved maintenance plan. The plan shall be correlated to the maintenance concept or plan by direct referencing.

2.4The IETM Content Plan for S1000D developed TMsshall include in the text outline all the appropriate Data Module Codes (DMCs) and Publication Module Codes (PMCs) required to generate the applicable technical documentation.

2.5The IETM Content Plan shall include an explanationof implementation of functionality requirements and graphical user interface features for the IETM. The plan shall contain an explanation (or demonstration) of the way the content will be rendered on the display device and an overview of how the user will access the technical information.

2.6The IETM Content Plan shall address development of supplementsfor technical information that will be published in hard copy format (e.g., large wiring diagrams, schematics, or classified material) needed to support fleet users, training commands, regional maintenance centers, and overhaul facilities.
