The Training System Operator Manual (TSOM) provides step-by-step operation instructions for the equipment, including all safety precautions, covering the complete pre-operational to post-operational cycle. This document also provides operating procedures to aid operators and instructors in the use of the training system during training exercises.

a. Commercial off-the-shelf (COTS) manuals used to supplement the instructions in the TSOM shall be included as an attachment. COTS manual shall be in accordance with DI-TMSS-80527C. Data rights requirements for the TSOM (excluding COTS manuals) shall comply with DFARS 252.227-7013.

b. Data rights and data rights marking requirements for the TSOM (excluding COTS manuals) shall comply with DFARS 252.227-7013.

c. This DID contains the format, content, and intended use information for the data deliverable resulting from the work task described in the solicitation.

d. It is not intended that all the requirements contained herein be applied to every program. Any data requirement contained in this DID is subject to deletion in tailoring.

Preparation Instructions

1Reference documentsThe applicable issue of the documents cited herein, including the approval dates and dates of any applicable amendments, notices, and revisions, shall be as specified in the contract.

2FormatThe TSOM shall be in the contractor's format.

2.1The level of writing in the manualshall be to that of a Department of Labor Aircrew Training Device Instructor, non-rated (15010), rated (15020), and pilot (15030); and, Computer Operator I, II, III, IV, and V (14041, 14042, 14043, 14044, and 14045).

3ContentThe TSOM shall contain the following content organized in the order below:

3.1Front mattershall contain a cover, record of changes, and table of contents.

3.1.1The covershall include security classification or Controlled Unclassified Information (CUI) marking, document number, revision number, destruction notice, disclosure statement, export control warning statement, CUI designation indicator block, and authority notice. Front matter shall be in accordance with MIL-STD-38784B.

3.2Warnings, cautions, and notesshall be in accordance with MIL-STD-38784B.

3.3IntroductionThe Introduction shall explain the purpose of the TSOM. Coverage in the manual shall be limited to operator and instructor user personnel and the procedures required to operate the training system during a course of instruction. The Introduction shall include:

3.3.1An explanationon how the TSOM will aid training system operators and instructors in the operation of the training system.

3.3.2A safety summary

3.3.3A list of referenced documents

3.3.4A list of acronyms and abbreviationsused throughout the manual.

3.3.5Technical publication discrepancy reporting instructions

3.4Description of the training systemThe training system overview provides user personnel with a description of the simulation equipment to aid them in the use of the training system when conducting training exercises. The description shall include the following:

3.4.1Training system equipmentThis section shall provide a basic description of the training system.

3.4.2Training system capabilitiesThis section shall provide a description of the training system capabilities that will assist the instructor during a course of instruction.

3.4.3Training system operating parametersThis section shall provide a description of the operating parameters (e.g., environment, facilities, safety).

3.4.4Training system malfunctionsThis section shall provide a list of malfunctions that can be introduced into the training scenario.

3.4.5Training system limitationsThis section shall provide a list of training system limitations.

3.4.6Training system maintenance controlsThis section shall provide a list of controls and maintenance cabinets that are not to be disturbed by personnel other than authorized maintenance personnel.

3.5Operator proceduresThe training system operator procedures are designed to aid training system operator personnel in achieving full use of the training system during training exercises. The contents of this section shall include the following:

3.5.1Pre-operational setup/configuration proceduresincluding initial switch settings to prepare the equipment for operation and equipment configuration.

3.5.2Start-up/power on proceduresin sequential order.

3.5.3Procedures for checking the simulation equipmentto ensure that it is operating properly.

3.5.4Procedures for loading computer programs and filesinto the simulation equipment, including the use of all software, computers, and peripherals.

3.5.5Procedures for operating the training systemduring exercises.

3.5.6Procedures for placing the training systemin a power-off condition.

3.5.7Procedures for recovering from a power-failure or casualty condition

3.5.8Procedures for integrating (coupling) the simulation equipmentwith other simulation equipment, if applicable.

3.5.9A description of each daily readiness testprovided with the training system that shall:

3.5.9.1Delineate teststhat the instructor may use and enter to assure the proper functioning of the training system in its complete operational modes and environment.

3.5.9.2Provide the procedures necessaryto set up, run, and diagnose the results and readouts of the daily readiness tests.

3.5.10Emergency shutdown procedureswith cautions to be observed, including warnings as to safety of operations or to prevent injury to operating personnel, and a graphical depiction of EPO locations.

3.5.11Post-operational shutdown proceduresto return the equipment to its normal configuration, prior to pre-operational setup, if required.

3.6Instructor proceduresThe training system instructor procedures will assist instructors in the setup, conduct, monitoring, recording, and in the debriefing of a course of instruction. The contents of this section shall include the following:

3.6.1A functional description and graphical depictionof the instructor controls and displays and student station controls used in the conduct of training. Each functional description of the simulation equipment control and display shall depict the status or malfunction of a particular system or equipment, and a detailed description provided beside each indicator as to what is and what is not being depicted, affected, displayed, or is exclusive of other indicators and controls.

3.6.2Procedures for launching applications

3.6.3Descriptions for modes of operation

3.6.4Procedures for setting up and modifying initial conditions

3.6.5Procedures for inserting malfunctions and generating training problems

3.6.6Procedures for developing and modifying training exercises

3.6.7Procedures for formulating new detailed training exercisesto include instructions on how to enter, modify, and specify new parameters and characteristics of each new item in the exercise.

3.6.8Procedures for conducting mission briefs

3.6.9Procedures for training execution

3.6.10Procedures for monitoring student performance

3.6.11Procedures for recording and the playback of exercises

3.6.12Procedures for conducting mission debriefs

3.7Emergency proceduresThese procedures shall provide the step-by-step instructions for safely removing a trainee or trainees from the training device in the event of a mishap. The procedures shall:

3.7.1Address the use of all emergency release mechanisms/devicesbuilt into the training system, the conditions under which they will be used, and the personnel who will use them.

3.7.2Include diagrams or pictures of the emergency release mechanisms and their operation

3.7.3Provide a description of emergency conditionsdetailing the operating procedures with proper warnings or cautions that can be performed without injury or death and avoiding further damage to the equipment.

3.7.4Identify any different indications or observationswith appropriate actions to be taken. When the equipment should not be operated with a specific emergency condition, this requirement shall be clearly identified with appropriate warning or caution.

3.8Reference and text materialsThis section shall provide a complete bibliography of materials, handbooks, and other documentation that can be used as reference material to assist in the understanding and application of the training system. Text material shall include, as applicable, the training system maintenance manual, COTS documentation, and other publications that contain information that may be helpful to the training system operator, instructor, and the student.
